Wow that Eve resume sounds almost exactly like mine. I likewise also recently faced the issue of having to get a new laptop since a combination of age and a power surge zapped the last one. The key is to get one with a real graphics card. There are no integrated laptop cards that will run a modern game decently AFAIK.
For $600 USD including taxes I picked up a dv4-2045dx by HP, with 4 gig of RAM, dual Turion 2.2 ghz processors and an ATI Mobility Radion HD 4200 card inside. It's a lower-end machine tbh, since I'll need it in the desert next year and it may very well expire before its time via sand and dust, but it runs Eve better than my old desktop and even runs L4D2 with no noticable lag or anything on low detail settings (which are barely distinguishable from the high detail settings anyway.)
Not that I'm advocating dropping $600 on a new machine to play Eve, but the next time you need a laptop you gotta be sure it isn't fielding something like an integrated Intel graphics card or something.
Now young Dirk, haven't you heard of these super-duper boxes that you plug into that hitherto-useless PC Express slot on an uber cheap Dell buiness laptop, that can house a proper PCI-E graphics card?
How about it buddy? ---
